A rezoning proposal for a supportive housing apartment project in Kirkwood is set to return to the Atlanta Zoning Review Board on April 30, 2026, according to Rough Draft Atlanta. The report says the Howard and Hallman site is currently zoned single-family and would require rezoning to planned development housing for the proposal to move ahead.

Rough Draft reports the proposal from Stryant Investments includes 47 micro-apartments and on-site services for residents age 62 and older who meet income limits. The report also notes opposition positions from Neighborhood Planning Unit-O and the Kirkwood Neighbors Organization, while final approval authority rests with Atlanta City Council.
